Certification Programs

There are many ways to get a TESOL "Certificate."  I want to know what makes a certificate a "real" certification.   I mean, could anyone just start a certification program at any school, or is there some of accrediting agency?

I teach in the certificate program at KSU continuing ed.  I know that UGA continuing ed in Lawrenceville also has a reputable program.

Recently I have heard of "Oxford Seminars," out of (but not affiliated with) Oglethorpe University.   I don't know much about that one.  Does anyone else?

I have a high level Japanese student who wanted to know about the Oxford program and I didn't know what to tell her except that they have a lovely brochure and the curriculum looks appropriate.   Anyone have any info or thoughts on this topic?
